It is here that our work goes beyond simple construction, beyond the commercial relationship with a single client, to become a direct contribution to the life of the community. Every school we build, every hospital, every bridge, every road, becomes part of the social and economic fabric of a territory, concretely improving the quality of life of thousands, sometimes millions of people.

The Historical Legacy That Formed Us

To truly understand what working on public infrastructure means to us, you must go back with us to nineteen eighty, the year of the terrible Irpinia earthquake. Massimo Pellino II found himself facing a challenge that few entrepreneurs must confront in their lifetime: contributing to the reconstruction of an entire devastated region. It was not a normal project, with its comfortable timelines and abundant resources. It was a national emergency. There were thousands of people without homes, there was a paralyzed economy, there was desperation and suffering everywhere.

Massimo did not back down. Indeed, what could have been seen only as a tragedy became for him the opportunity to demonstrate what it really means to put oneself at the service of the community. He coordinated seven hundred twenty employees, an enormous number for that era, and managed to complete seven hundred apartments per year. Think about it for a moment: seven hundred families who each year received a new, safe, functional home. Seven hundred families who could begin rebuilding their lives.

But it was not just a question of numbers. Massimo profoundly innovated the way reconstruction was managed. At a time when resources were scarce and logistics were a nightmare, he devised and systematically applied the technique of material reuse. He went to destroyed sites, recovered everything that could be recovered, catalogued it, transported it to new construction sites, reintegrated it into new constructions. This was not just economic savings, although it certainly helped contain costs. It was a philosophical approach to construction that today we would call circular economy, but which then was simply common sense applied with intelligence and determination.

That experience profoundly marked our company’s identity. It taught us that building public infrastructure means taking on a responsibility that goes far beyond the signed contract. It means understanding that your work will have a direct and lasting impact on people’s lives. It means you cannot afford to make mistakes, because errors in this field do not affect a single client who perhaps can afford to fix them, but entire communities that depend on those structures.

The Unique Complexity of Public Works

Building a public work is radically different from building a private building, and we want to explain exactly where these differences lie, because they are fundamental to understanding our approach and our competence. The first major difference lies in the process of acquiring the work. In the private sector, generally a client contacts us, we discuss their needs, we present a proposal, and if we agree we begin. In the public sector, everything goes through tender procedures regulated by extremely rigid and complex regulations.

Participating in a public tender means preparing extremely detailed technical and economic documentation. We must demonstrate that we have the necessary economic-financial requirements, meaning that we are financially solid enough to complete a work that perhaps requires years of work and substantial advance investments. We must demonstrate technical-organizational requirements, meaning that we have the experience, skills, equipment, qualified personnel to tackle that specific type of work. We must present an executive project or evaluate the one provided by the contracting authority, identify potential critical issues, propose improvement solutions if foreseen. And obviously we must present an economic offer that is competitive but at the same time sustainable for us.

This tender process is long, demanding, expensive. We can spend months preparing an offer without any guarantee of winning. But it is also a fair and necessary process, because it guarantees transparency in the use of public money and creates competition that pushes all companies to give their best. Over the years we have developed specific competence in this area. We have a dedicated team that follows tenders, that studies announcements, that prepares documentation. We know where to look for information, how to interpret requirements often written in complex technical-bureaucratic language, how to structure an offer that is both competitive and realistic.

The second major difference lies in the execution phase. When we work for a private client, we have a direct relationship with the client. If there is a problem, we talk, find a solution, proceed. In the public sector, every decision must follow formal procedures. There is a works director appointed by the contracting authority who supervises everything. There is a single procedure manager who coordinates the entire work. There are often inspectors who verify compliance. Every variation to the project, even minimal, must be formally approved. Every work progress statement must be certified according to precise procedures. Every payment follows rigidly defined timelines and methods.

Operating rooms must be completely acoustically and vibrationally isolated, because a surgical operation requires absolute concentration and millimeter precision. Patient wards must balance operational efficiency needs for staff with privacy and comfort needs for patients. Emergency access points must allow the continuous arrival of ambulances without creating obstacles to the rest of hospital activities.

When we build a hospital, we work closely with doctors, nurses, hospital administrators. Because only those who work daily in these structures really know what is needed, what the practical problems are that emerge in real use. We translate these needs into construction solutions, balance often conflicting requirements, find ways to create structures that are at the same time functional, safe, efficient, and also humanly welcoming, because a hospital is a place where people experience difficult moments and need to feel protected and cared for not only medically but also psychologically.

Schools are another area where our experience is consolidated and where we feel particular responsibility. A school is the place where new generations are formed, where children and young people spend much of their day for years. The quality of this environment has a direct impact on the quality of learning and the well-being of young people. When we design and build a school, we think about creating spaces that stimulate curiosity, that facilitate concentration, that are safe but also welcoming.

Natural lighting is fundamental in classrooms. Scientific studies have shown that natural light significantly improves concentration capacity and learning. We design schools by orienting classrooms optimally, sizing windows to maximize daylight, integrating with quality artificial lighting for evening hours or cloudy days. Acoustics are equally critical. In a classroom, students must be able to hear the teacher clearly but at the same time noises coming from adjacent classrooms or corridors must not disturb. We work with sound-absorbing materials, with construction solutions that acoustically isolate, with space geometries designed to optimize sound propagation.

Safety in a school has particular aspects. We must protect children and young people, who do not yet have full awareness of dangers. Stairs must have steps of appropriate dimensions for small legs, with handrails at different heights. Windows must have protections that prevent accidental falls but at the same time do not create a sense of imprisonment. Corners must be rounded, materials must be non-toxic and easy to clean and sanitize. Outdoor spaces, courtyards and gardens, must be safe but also stimulating, offer opportunities for play and movement.

And then there are transport infrastructures: roads, bridges, viaducts. These works have a particular characteristic: they are invisible when they work well, but when they have problems the impact on people’s daily lives is enormous. A well-designed and well-built road allows safe and efficient travel, connects territories, facilitates commerce and social relations. A bridge allows overcoming natural obstacles that would otherwise require long and expensive alternative routes.

The construction of these infrastructures requires specific skills in civil engineering. A bridge is not simply a structure that crosses a river or valley. It is a complex system that must resist enormous and variable loads (the weight of vehicles that continuously change), dynamic stresses (vibrations caused by traffic), natural phenomena (wind, thermal variations that expand and contract materials, seismic events). We are facilitating commerce, allowing businesses to transport their goods more efficiently. We are connecting communities that were previously isolated, creating economic and social opportunities. A good transport infrastructure can literally transform the economy of an entire area.

This awareness of social impact is for us both a source of pride and responsibility. It is pride because we know we are concretely contributing to collective well-being, leaving a positive mark that will last over time. It is responsibility because it obliges us to always do our utmost, never to allow ourselves shortcuts or compromises on quality, because we know that the consequences of our error could be very serious and affect many people.

The Specific Challenges of the Public Sector

Working with the public sector presents specific challenges that we want to explain openly, because they are part of the reality of our work and the way we face them. The first challenge is payment times. In the private sector, payments generally follow agreed and relatively quick timelines. In the public sector, times can be much longer. Public administration has verification and payment approval procedures that require time. This means we must have financial solidity such that we can advance construction site costs for prolonged periods.

This is not a complaint, it is simply a reality that requires planning and careful management. We work with credit institutions that support us, we always maintain a transparent relationship with contracting authorities to monitor payment status, we organize construction sites to optimize cash flows. Our family history of financial solidity, built through generations of prudent management, allows us to face these challenges without problems.

The second challenge is regulatory complexity. Public works are regulated by a very extensive and continuously evolving body of regulations: the Procurement Code, sector technical regulations, safety regulations, environmental ones, urban planning ones. Remaining updated on all these norms, interpreting them correctly, applying them in our projects and construction sites requires specialist competence and continuous updating. We invest significantly in training our personnel, participate in courses and seminars, collaborate with expert consultants when necessary.

The third challenge is managing interferences and variations. Public works are often carried out in complex contexts where unforeseen situations emerge. You dig a foundation and find an incorrectly mapped underground utility. An aspect we want to emphasize with particular emphasis is our commitment to transparency and legality, also formalized through the adoption of Organizational Model 231. This is not just a formal compliance, but truly represents the values on which we have built our reputation. Legislative Decree two hundred thirty-one of two thousand one introduced administrative liability for companies for crimes committed by their directors or employees. Adopting an effective Organization, Management and Control Model allows the company to limit this liability, demonstrating having done everything possible to prevent illicit behavior.

For us, Model 231 is much more than legal protection. It is the formal codification of the way we have always worked. We have established an independent Supervisory Body that monitors compliance with the model. We have defined clear procedures for all sensitive processes: participation in tenders, management of relationships with public administration, payments, hiring, workplace safety. We have implemented continuous training programs for all our employees and collaborators, because we want everyone to be aware of the norms and procedures.

This approach is particularly important when we work with the public sector, where transparency and respect for rules are not only ethical values but stringent legal requirements. Our Model 231 is an element that qualifies us positively in public tenders, because it demonstrates to contracting authorities that we are a serious, organized, reliable company. It is also fundamental for obtaining the legality rating from the Competition and Market Authority, a recognition that rewards companies that operate in maximum compliance with regulations.

Our experience in public infrastructure has been consolidated through decades of work. As we told you, already in the nineteen eighties Massimo Pellino II was building hospitals and schools in Campania and Tuscany. This experience has been transmitted, refined, expanded. Today we can say we have the technical, organizational and financial skills to tackle public works of great complexity and value.

This requires a holistic approach that considers the entire life cycle of the work. It means using low environmental impact materials, preferably local to reduce transport. It means designing buildings that consume little energy for heating, cooling, lighting. It means installing renewable energy production systems where possible. It means managing water intelligently, collecting rainwater for non-potable uses, treating wastewater, reducing waste. It means thinking from the beginning about how that work can possibly be demolished and its materials recycled.

The second trend is digitalization of the construction process. BIM, Building Information Modeling, is a methodology that is revolutionizing the way we design and build. We are no longer talking about simple two-dimensional drawings, but three-dimensional digital models that contain all information about the building: geometry, materials, technical characteristics of systems, costs, timelines. We know that in the coming years this will become the standard, especially for complex public works, and we want to be at the forefront.

The third trend is growing attention to infrastructure resilience. Extreme weather events are becoming more frequent. Seismic risks remain a constant in our country. The infrastructures of the future must be designed not only to function under normal conditions, but to resist extraordinary events and to quickly recover functionality after an emergency. This means designing with greater safety margins, with redundancies in critical systems, with the ability to adapt and respond to unforeseen situations.
